The House of Representatives opened September with a flag-raising ceremony on Monday, featuring Bulacan Rep. Salvador Pleyto as guest speaker. In his remarks, Pleyto commended officials and employees of the chamber while highlighting the vital role of social protection and strong family ties.
He pointed out that September has been declared Social Protection Month under Proclamation No. 820 issued by President Ferdinand Marcos Jr., which also includes the observance of Family Week. Pleyto emphasized that the declaration aims to raise awareness of social protection as a development strategy to fight poverty, reduce inequality, and ensure inclusion, while also promoting resilience and overall well-being among Filipinos.
The lawmaker also echoed Speaker Ferdinand Martin Romualdez’s earlier message at the 20th Congress, stressing that legislative work carries both constitutional and moral responsibilities. “Through the laws we pass and the accountability we uphold, we protect rights, advance equity, and shape democracy’s future,” Romualdez earlier said. Pleyto added that this principle reflects the essence of social protection, embodying every Filipino family’s aspiration for security and a brighter tomorrow.

During the program, the Secretariat also offered advance birthday greetings to Secretary General Reginald S. Velasco. The ceremony was hosted by the Office of the Secretary General, Knowledge Management Systems Bureau, Press and Public Affairs Bureau, and ICT Service.
